Practice Areas and SpecialisationsLord Carlile's practice is focussed upon serious crime, local government and public law, including licensing and planning, professional discipline (including medical and associated professions) and personal injuries litigation.
He has a particular interest in issues relating to parliamentary privilege and conduct.
He specialises in the civil and criminal aspects of major commercial fraud cases, generally involving tens of millions of pounds, and he has appeared in many leading criminal cases.
He is currently engaged by a leading firm specialising in white collar crime in an alleged VAT avoidance fraud involving the trade of large numbers of high-value carbon credits, the largest case in volume undertaken by the SFO to date.
He has an interest in proscription (banned organisations) and offers advice to such organisations. He has recently been advising a foreign political organisation of its legal status in the USA. On instructions and working closely with American lawyers he made representations to the US government lawyers and officials regarding the organisation's legal status.
Lord Carlile also has a particular interest in mental health issues, was a co-founder of the Welsh charity Rekindle and has chaired the Select Committee of both Houses of Parliament on recent mental health legislation.
As the President of the Howard League for Penal Reform, he chaired the 2006 inquiry into the use of physical restraints, strip searching and seclusion of children in custody.
He is a co-founder of the British Hungarian Criminal Policy Symposium (this was an initiative between Lord Carlile and leading academics at Eotvos Lorand University Budapest. It assisted the Hungarian legal system out of the Soviet era, for example playing a part in the establishment there of a probation service.) |

R v. Rastogi and others, 2008. London Metal Exchange fraud of £680 million.
R v. Vilday and others, 2008. The trial of the three witnesses whose false evidence had helped to convict the "Cardiff Three" for murder.
Morecambe Bay Cocklers' case, 2006. Acquittal of a fish merchant, on charges of assisting illegal immigrants.
R v. Palmer and others, 2003. Over a period of about eight years the defendant conspired with others to defraud owners of timeshare properties by falsely representing their investment potential. The largest timeshare fraud tried to date.
R v. Paul Burrell, 2002. Represented the butler to the late Diana, Princess of Wales, who was acquitted of theft from the Princess's estate.
RBNB v. Cheshire Licensing Justices (licensing case in the House of Lords), 2001. Re the company's entitlement to refuse to name its shareholders upon application for a licence transfer.
R v. Regan and others, 1999-2003. The Co-operative Wholesale Society corruption trial, defence of a City solicitor.
The case of Detective Chief Inspector Elmore Davies, an officer featured in the BBC series about Merseyside Police, 1998. Prosecuted the officer on charges of serious police corruption.
Peter Moore, the "Man in Black", 1996. Prosecuted North Wales serial killer on charges of multiple murder.

He is the author of approximately twenty-five reports undertaken on behalf of the Home Office on various aspects of law and policy.
He was Chair of the Carlile Review, appointed in 2000 by the National Assembly for Wales to review safeguards for children and young people treated and cared for by the NHS in Wales and is the author of the resulting report Too Serious a Thing published in 2002.

Associated Work
Lord Carlile QC was briefed by Ealing Abbey to conduct an inquiry into decades of child abuse at St. Benedict’s School in West London. He concluded that a major cause of the failure to detect, investigate and stop the abuse was the fact that the school was under the total control of the Benedictine monks at Ealing. The Abbey and the school accepted Lord Carlile’s recommendations that governance of the school should pass over to an Independent Trust. It was also recommended that reforms needed to be more widely adopted in schools with similar governance structures.
